Your ./snort-rules/makefile has rpc.rules listed twice in the RULES
declaration. When install tries to move it twice, my system reports
back that it wont overwrite the newly written file.
Basically - you need to remove the duplicate rpc.rules entry at the top
of the makefile in /snort-rules, and then make-install works fine.
